Mr Adil Hadi, Managing Director, Shield Security of Farnborough, Kent, met with representatives of the Dubai Police Academy at the Cumberland Hotel on Friday 5th May 2007 for the formal signing of an agreement for the delivery of training and other services through the Academy for the private security sector in Dubai.
Lt.Col.Ahmed Mohammed Rafi , Director of the Security and Admin Science Institute accompanied Brig. Dr Mohammed Ahmed Bin Fahad, Director of the Dubai Police Academy and Associate Professor of Economics, who formally signed the agreement on behalf of the Academy.
Present at the ceremony were representatives of several industry associations and security companies, some of which have already been involved in training and other initiatives in Dubai.
Mr Hadi welcomed the visitors and paid tribute to the Academy which had been in negotiation with Shield, IPSA, and other parties in determining a way forward to improve the security industry in Dubai. The agreement marked a milestone in bring these arrangements to fruition and to the forward development of quality training and standards in the security sector.
Dr Fahad said that the Academy sought to work closely with the Associations and other bodies in UK to ensure that the courses and training offered by the Academy were accredited and comparable to qualifications obtainable in UK and elsewhere. He thanked all those concerned in bringing new qualifications and standards to the local industry and looked towards a long period of continuing cooperation and development.
In a parallel ceremony Palgrave Macmillan Publishers signed an agreement for the publication and distribution of security and other publications in Dubai in partnership with the Academy.

More costs for businesses
The following message was sent out earlier today to IPSA members. One company has already responded estimating that this could cost his business £55,000. The Association urges all businesses to consider the implications and to act whilst they still have the opportunity.
Email sent to IPSA members:
Recently there have been emails circulating from some normally reliable sources stating that the DTI has announced an increase in legislative holiday entitlement from 20 days (4 weeks) to 28 days in order to cover bank holidays.
IPSA has researched this matter and it is currently a proposal not finalised. There is a consultation period and opportunity for companies to respond. The outcome is likely to affect many security companies, as due to market forces and low profit margins many Security Officers receive minimal benefits. In principal most people would like to see Security Officers receiving better rates of pay and more benefits, however somebody must fund this and most clients still have a lowest quote mentality when it comes to security.
I urge you to take a look at the DTI website at http://www.dti.gov.uk/consultations/page36462.html and respond as you consider appropriate.
It is likely however that the people who make the final decision (usually people on protected incomes and plenty of benefits) will force this through, so start looking at contracts of employment, client contracts, etc. and do what you can to protect your company.
Individual members will probably have a different opinion than their employer. Individuals may also want to respond to the government by some method, I suggest contacting your local MP. Also enter into discussion with your employer - try to work together on solutions. For companies already driven to minimal profit, legislation adding an extra 3-4% to the wages bill could drive a company to bankruptcy and put individuals out of work.

Licensing in Scotland - new dates for SIA roadshows
The next round of SIA roadshows will be visiting Glasgow,
Edinburgh, Dundee, Aberdeen and Inverness on 5 9 June.
We are also proposing to visit: Orkney Island -13 June, Shetland
-14 June, Skye - 20 June, Outer Hebrides - 21 June.

Licensing in Scotland - update on SIA roadshows
The roadshows will be chaired by the Acting Chairman of the
SIA, Robin Dahlberg.
The briefings will give the providers of private security
and interested stakeholders the opportunity to find out more
about licensing and how it will affect their business. It
will also inform them of the proposed timetable for the schemes
introduction and give them the opportunity to discuss any
concerns they may have about the new scheme with officials
from the SIA.
The briefings will include a ministerial video and background
talk on the rationale of licensing from the Scottish Executive.
David Donnelly from Reliance, Stuart Lowden from Wilson James
and Peter Kroeger from Shield Guarding will give a brief insight
into regulation from an industry perspective and Andy Drane,
Deputy Chief Executive of the SIA and Licensing Scotland Project
Head, will discuss the impact, affect and benefits of the
new Approved Contractor Scheme (ACS.)

IISec hosted meeting: "Raising Professionalism In The
Security Industry"
Wednesday, 3rd May 2006 at 18.00 at Portsmouth University.
This is an open event on the theme: 'Raising
Professionalism in Security',
Chaired by: Professor Edward P Borodzicz, Professor of Risk
and Crisis Management, University of Portsmouth
Speakers:
- Brian Sims: Editor of 'Security Management Today'.
- Andrew Sheppard: Assistant Director, Security Industry
Authority (Manager for the Approved Contractor Scheme).
- Patrick Somerville: Chairman of JSIC and also IPSA.

The meeting will conclude with an Open Forum and discussion.

JAMIESON OUTLINES NEXT STEPS ON PRIVATE
SECURITY INDUSTRY REGULATION
Regulation of Scotland's private security industry moves
a step closer today with the first meeting of a new project
board to oversee the implementation of licensing across the
country.
The board, set up by the GB wide Security Industry Authority
(SIA), will work with the industry in Scotland to ensure it
is fully geared up for the new arrangements. It will include
two representatives from the SIA, an official from the Executive's
justice department and a project manager who will be responsible
for planning the day to day implementation of licensing.
This will begin from September next year, with training for
those already employed or seeking employment in the sectors
of the industry which are now or soon to be regulated in England
and Wales - including door supervisors, manned guards, body
guards, CCTV operators, those involved in transporting cash
and valuables, private investigators and security consultants.
Licenses will be made available to applicants working in
those areas from February 2007 and it will become an offence
to work in such posts, without a licence towards the end of
that year.
Justice Minister Cathy Jamieson said:
"The private security industry encompasses a wide range
of activities and individuals - from those involved in guarding
people and property, to private investigators, CCTV operators,
security consultants and door stewards. Given the nature of
this work, we are determined to provide greater protection
and assurance to anyone - the public or private companies
- hiring staff in these areas."
"Regulation, through the SIA, will provide that reassurance
by preventing unsuitable people from obtaining positions of
trust in the private security industry. It will ensure that
security personnel are fit and proper people who are competent
to perform their duties. It will also benefit legitimate private
security businesses and staff in driving up standards and
driving out the small minority of operators who are tarnishing
their good name by using the industry as a front for illegal
activities.
"The project board will play a key part in taking this
project forward and help us in delivering a consistent licensing
regime throughout Great Britain which enables the Scottish
security industry to thrive while giving the public the increased
assurance and protection they need."
Andy Drane, Depute Chief Executive of the SIA, said:
"Regulation in Scotland by the SIA will ensure standards
of training and professionalism in the private security industry
are the same across Great Britain. The public will benefit
from one regulator and one licensing scheme which will allow
them to have confidence in a regulated and trusted industry,
and Scottish security businesses will not be disadvantaged
in a competitive market."

Regulatory Impact Assessment on Approved
Contractor Scheme
The Home Office has published a Regulatory Impact Assessment
(RIA) on the Approved Contract Scheme (ACS). The RIA outlines
a list of options for the ACS and your comments on the paper
will be used to help determine the recommended option as well
as the details surrounding the schemes operation.

Consultancy Study on future of Joint Security
Industry Council (JSIC) of which IPSA is a full member
As part of the ongoing review of JSIC an opportunity is being
undertaken to examine the need for and role of a body such
as JSIC to represent the non core stakeholders of the industry.
To this end an independent study has been commissioned jointly
by the SIA and JSIC and is required to report by the end of
October 2005.
The purpose of this tightly timed study is to establish the
need for a representative body, whether it could be an effective
conduit for consultation and communication within the industry
and between the industry and government, and how such a body
should be organised and financed. In essence whether JSIC
or a body such as JSIC is the appropriate vehicle for facilitating
dialogue with government
This is an important project through which stakeholders should
address their concerns and expectations about how JSIC should
function. Therefore I am asking that you take it seriously
and forward your views and comments to the Consultant for
his immediate consideration so that he can consult with you
directly if he needs further clarification.
In particular the key issues that the study is tasked with
investigating are:
What are the strategic implications, commercial opportunities
and threats facing the private security industry today
What are the needs of the UK Security industry in terms of
its dialogue with UK Government
Is there a need for an organisation such as JSIC to facilitate
this dialogue and if so what should it look like how should
it operate.
This is a unique opportunity for JSIC members and other stakeholders
to declare your views on this important set of issues so that
we can as an industry work towards a solution that enhances
the position and status of the industry and provides a credible
method of consultation with government agencies and departments.
We have to provide the evidence upon which future policy decisions
on representation will be made.

Joint Security Industry Council (JSIC)
- new chairman appointed
The Joint Security Industry Council at its Annual General
Meeting held at the Middle East Association in St James's
on Wednesday last elected Patrick J Somerville QPM of the
International Professional Security Association (IPSA) to
the post of Chairman consequent upon the retirement of Richard
Flenley QPM from his position as Associate Director of Canary
Wharf Management Ltd. on reaching the required age limit.
The Council expressed their appreciation for the sterling
work carried out by Richard during his short term of office
in successfully overseeing a review of JSIC's administration
and restoring it to financial stability.
Members were unanimous in their support of the continuing
role of JSIC as the principal representative body of the fifty
plus associations and other organisations from various sectors
of the private security industry that make up the membership
body.
Recognising the range and diversity of their activities in
both the private and public sectors and the challenges faced
by regulation introduced by the Security Industry Authority
(SIA) under the Private Security Industry Act 2001, there
is an even greater need for coordinated and effective representation
at the highest level.
Speaking after accepting the appointment Patrick Somerville
said
"JSIC is not as some would have you believe a spent
force. On the contrary there is a renewed vitality about the
Council and an encouraging pledge of cooperation from members
and other organisations that augers well for the future. We
aim with vigour and determination to respond to the clear
desire and needs of the membership.
JSIC working groups contributed significantly to the early
consultations with the Home Office and the SIA about regulation.
We are still in regular contact with the SIA with a view to
identifying how JSIC will fulfil its role in a fully regulated
industry.
There are many issues which are yet to be settled through
consultation. It is JSIC's job in the absence of any other
credible industry body to help the Associations and other
organisations to gather the views and concerns of their members
and effectively present them to government departments and
the Regulator.
Some associations have remained outside the JSIC family,
perhaps unaware that there is a place for them within it,
and that it can enable them to have their say and be heard
on matters that affect their businesses and how they will
operate under the new conditions. We need to raise awareness
and bring them around the table too.
The spectre of terrorism has been visited on London. JSIC
has been involved in counter terrorism initiatives and supports
the involvement of the private security industry in joint
projects with the police to strengthen the capacity of the
Cities of London and Westminster to respond to terrorism incidents.
These arrangements have been tested in recent days and demonstrate
how the industry and the emergency services can and will work
together to protect the community.
It is not the time to abandon this important work or seek
alternative structures, rather it means that all Associations
should join JSIC, enter into the dialogue, contribute to the
policy decisions and influence regulations that will be made
in spite of us if we do not come together to protect and promote
our legitimate interests and those of the communities we serve."

2005
Re-launched jointly and successfully
by IPSA and the Joint Security Industry Council (JSIC) in
2004, the Red Book was warmly welcomed by the
industry and generated much interest and favourable comment.
Preparations are now under way for
the 2005 edition which again is timed to appear early in May
just ahead of the International Security and Fire Exhibition
(IFSEC 2005) to be held from 16th to 19th May 2005 at the
National Exhibition Centre, Birmingham.
The Directory is distributed to all
members, member organisations and associates of both IPSA
and JSIC and at IFSEC and at other events during the year
thereby achieving a broad and international circulation. This
year it is expected to be distributed on an even wider scale
and hopefully reach more of the client market.

industry at this time. It will also list the specialist services
offered by IPSA and JSIC members. It is however open to any

Announcement from the SIA:
From 10 January 2005 the Security Industry
Authority (SIA) will start to accept requests for licence
application packs for the latest sectors to be licensed under
the new national licensing scheme for the private security
industry in England and Wales. On 20 March 2006, it will be
a legal requirement for those working in the four new licensable
security sectors to hold an SIA licence.
The four new licensable security sectors are:

Spreading the licensing process will
ensure businesses continue to run smoothly while employees
go through the licensing process. The SIA will also introduce
a system for businesses to request application forms on behalf
of their employees and to return them to the SIA in bulk.
To gain an SIA licence, applicants
will need to attend an approved training course, attain a
nationally recognised qualification and undergo identity and
criminal records checks.
Anyone involved in licensable sectors
and who works under contract will need to be licensed. This
includes employees, managers, supervisors and directors of
security companies. Licensing does not extend to those who
are employed in-house.

Crime in Business
Conference and Exhibition in Birmingham
To combat the rising tide of business
crime the West Midlands Police have joined forces with the
business community to seize the initiative and develop a range
of initiatives to combat criminal activity.
The Pride in Business Partnership - Heartlands Business Forum
and other business groups throughout the City - supported
by Birmingham Chamber of Commerce/ Business Link, West Midlands
Police, the Birmingham Community Safety Partnership and many
prominent business leaders are hosting the first Crime in
Business Conference and Exhibition at Aston Villa Conference
centre in Birmingham on Thursday November 4th 2004.
Businesses of all sizes are vulnerable to rising security
threats. Information security, hacking and virus attacks can
all seriously damage a company's ability to operate. Credit
cards are susceptible to fraudulent use and cloning - sophisticated
gangs are in operation in Birmingham. High value loads and
lorries and cars are stolen to order. Burglary, criminal damage
and arson pose a physical disruption to business, how do drugs
and alcohol abuse and domestic violence affect the efficiency
of your business?
These and other aspects of crime will be discussed at the

DOOR SUPERVISOR
LICENCE SCHEME STARTS ROLL OUT
Hampshire and Isle of Wight will be
the first region to be regulated under the new SIA licensing
scheme. From 4 June, it will be a criminal offence to work
as a door supervisor in Hampshire and Isle of Wight without
an SIA licence. The SIA door supervisor licence will then
be introduced region by region. From April 2005, it will be
illegal to work as a door supervisor anywhere in England and
Wales without an SIA licence

Return of the Red
Book
The familiar "Red
Book" was for over a decade the popular yearbook of IPSA
and was last published in the year 2000. Since that time there
have been continuing requests for a directory of its kind.
This is a response to that need for a more comprehensive directory
for the security industry, embracing not only the contract
manned guarding sector but other sectors offering the full
range of security products and services to potential clients
and purchasers.
The Joint Security Industry Council
which brings together many companies and associations under
one representative body also recognises the desire and need
for an industry wide UK directory to service all these interests
and the wider body of companies which are as yet outside the
JSIC family. The re-launch of the Red Book jointly by JSIC
and IPSA is seen as a major step forward in coordinating and
promoting the services and expertise of all JSIC members and
member associations.
The Directory will contain a wide range
of general information, leading articles by prominent individuals
in the industry and editorial features pertinent to the state
of the industry and developments at this time. There will
also be a comprehensive directory of the specialist individuals,
companies and associations of JSIC and IPSA members for networking
purposes.
Company Profile Section: Of special
significance will be a Company Profile section in which member
companies and suppliers to the industry may advertise and
contribute a company profile editorial giving details of their
company background, current products and activities, recent
achievements and future plans.
To underline the importance of this
new publication it is intended to have the first edition out
in time for the IFSEC Exhibition in May 2004 . The Directory
will be produced by our authorised publishers Smith Regent
Press Ltd, a successful publisher with much experience in
this field.
The Directory will be distributed free
to all JSIC members and also to other bodies, prospective
members and other interested parties at the IFSEC exhibition
and other conferences, exhibitions and events. It will also
be available for purchase by the industry.

Molly Meacher, Chairman of the Security
Industry Authority, today tendered her resignation from the
Authority for personal reasons. The Home Secretary has accepted
Mrs Meachers resignation with regret.
An acting Chairman will be appointed
from the SIA Board pending an open competition for a successor
to Molly Meacher.
The SIA Board issued the following
statement:
Molly has made a considerable contribution
to the successful establishment of the SIA and its strong
relationship with the private security industry and all stakeholders.
She has established a much respected Board and has ensured
a sound balance between the commercial consideration of the
industry and the social implications of a regulated environment.
We express sincere thanks to Molly for all her work and wish
her the very best in the future.

Molly Meacher has made a significant contribution to the establishment
of the Authority over the past 20 months, and played a vital

licensing in March 2004. We wish her well for the future.
Molly Meacher was appointed Chairman
of the SIA in March 2002 and led the Authority through its
launch in April 2003.

The RUSI conference
on "International Threats & Responses" which
will take place in London on 10 and 11 December 2003.
The conference will
examine the nature of the threats faced by companies operating
overseas and the options for managing the risks they pose
to the security of installations, property and personnel.
Sessions will be devoted to case studies of particular volatile
environments (such as Iraq, sub-Saharan Africa and Asia) and

British Telecom
awarded four year contract to handle SIA licence applications.
The Security Industry Authority (SIA)
has signed a four year, £23 million contract with British
Telecommunications plc. BT will use their Syntegra arm to
operate a call centre and process applications for the new
national licensing scheme for the private security industry.
BT will be responsible for:
- A national SIA call centre
- Processing of licence applications
- Verifying an applicants identity
- Initiating criminal records checks
- Producing and dispatching licences.
All decisions on policy and the granting
and refusal of licences will remain with the SIA.
John Saunders, Chief Executive Officer
of the SIA said:
I welcome the signing of this
important contract with BT. The SIA and BT face a tough challenge
to implement the practical process of licensing for the private
security industry, but Im confident that we can work
together to achieve a seamless operation.
We have been through a robust
tendering process and our decision to award this contract
to BT is based on the quality of their proposal and value
for money. All of us at the SIA look forward to working with
BT to provide a swift and efficient service to the private
security industry.
The initial implementation phase is
expected to take around nine months with the first SIA licences
issued in a pilot scheme early in 2004. Door supervisors and
wheel clampers will be the first sectors of the security industry
to benefit from the new national licence.

Police are rolling out a keyholder service to London businesses
- but with a cost.
Dial Media Group have
the Met contract to run the Keyholder database. You can go
for a basic or premium service. Basic is free - register via
freephone number 0800 19 777 11. Premium allows you to update
details of key-holders on-line, by 'phone and post. Details
of plumbers, window boarders and glaziers and so on can also
be registered. This line is chargeable and is on 0870 060
1212. Registration costs businesses £35 plus VAT (£41.13);
homes, £15.

in the capital is getting a letter from Met Commissioner Sir
John Stevens over the next nine months.
Under the London Local
Authorities Act 1991, properties in London boroughs with an
audible alarm are legally obliged to notify police and their
local authority with the name of the key holder. Previously,
the Met reports, it and local authorities relied on various
computer databases and card indexes to log key-holders.
Chief Supt Mark Gore said:
"Once the owner of an audible alarm has registered their
details with the database either via the telephone, on-line
or by post, their details will be recorded on the database.
This database is accessible by police control rooms and environmental
health offices and allows police and local authorities to
contact keyholders more easily in the event of an incident
at the individual's premises."

LONDON CRIMESTOPPERS
SEARCH FOR PIONEERING LEADER FOR CRIMEFIGHTING VOLUNTEER BOARD
London Crimestoppers search for an
inspiring and progressive leader to head a committed team
of crime-fighting volunteers. The successor will replace Ian
Harley, Director of Security of Argos , who has spent 11 years
as a volunteer board chairman building an impressive alliance
to fight crime in the capital through the anonymous hotline.
Since London Crimestoppers began in
1988 almost 6,000 have been arrested as a result of calls
to 0800 555 111. Last year alone 540 people were arrested
in the London area thanks to Crimestoppers, of which 32 were
for murder and attempted murder, £179,000 worth of property
seized and drugs to the street value of £205,000 recovered.
These successes are a result of hard-hitting campaigns such
as Rat on a Rat, language line and through partnership and
fundraising activities in the capital.
Without doubt the most successful fundraising event has been
the Brain Game, now in its 8th year, attracting high profile
business teams to compete in a brain-challenging contest,
helping to raise in excess of £160,000 for the crime
fighting charity.
The London board of volunteers ,currently
under the Deputy leadership of Peter French CEO of SSR Personnel
, are the driving force for Crimestoppers within the capital.
Members are drawn from business, the Police , media and other
high profile organisations. The Board seek a prominent individual
with commitment, enthusiasm and experience to maintain community
based initiatives in partnership with local government, law
enforcement authorities and business sponsors.

THE SAFER DOORS CONFERENCE

will be the first group from the private security industry
to be covered by the new regulations under the Private Security
Industry Act.
This one-day conference is open to
companies that supply door staff to licensed premises, those
that train them, local authorities, police forces and end-users.

clears the way for future progress
Coffee and Danish pastries greeted
the members who attended the 2002 AGM held at the Hilton Metropole
Hotel at the NEC Birmingham at 5pm on 15 May 2002.
Flanked by the members of the Executive
Management Committee, all of whom had worked hard on the IPSA
Stand at the IFSEC exhibition throughout the day, the International
Chairman. Patrick Somerville steered the meeting through the
formal parts of the agenda.
In his opening remarks he welcomed
a distinguished gathering of individual members and those
representing member companies, which exceeded the quorum required,
and thanked those who had steadfastly supported IPSA during
its most difficult period. He particularly paid tribute to
the members of the management team who had worked strenuously
throughout the year on an unpaid basis and by doing so had
enabled the Association to make significant progress in re-establishing
its services.
The Accounts for the year 2000 and
2001 prepared by Bishop Fleming, Chartered Accountants, were
presented, discussed and approved. Attention was drawn to
the need for improved methods of bookkeeping and accounting
and strict financial control all of which were being implemented.
Several Motions of an administrative
nature were brought forward from the adjourned 2001 AGM. These
dealt with internal administrative matters, e.g. circulation
to Regional Secretaries of Minutes of International Council
Meetings, the Constitution, Financial and Discipline Regulations,
each of which had been implemented or were the subject of
current action. The motions were endorsed without voting.
In closing the meeting the Chairman
expressed appreciation to Darwin Clayton (UK) Ltd. for sponsoring
in part the AGM and also the sponsors of the website, certain
aspects of the IFSEC presentation and the contributions of
individuals, all of which helped to keep the Association financially
sound.
Forum
The meeting then adjourned to regroup
in informal fashion for a discussion which covered a number
of topics including the regeneration of the regions, the effect
of the new Act and the formation of the Security Industry
Authority, and the effect of the E U Working Time Directive
on the working hours of security officers in UK and the effect
on companies offering guarding services. Also discussed was
the future of the British Security Registration Board service
and how it might work in conjunction with the new licensing
system.
About the services to members came
the suggestion that IPSA should develop a service of representation
for members or others who might have grounds for appeal against
decisions of the Security Industry Authority over refusal
of a licence, or in other circumstances, where representation
would be beneficial to the member.
It was also suggested that IPSA should
cease to use the term "Manned Guarding" and find
an alternative term to describe the services in that category.
In drawing the forum to close the
Chairman thanked the participants for their contributions
and undertook to follow up on many of the issues raised. Dawn
Harman concluded with a vote of thanks on behalf of all present
to Patrick Somerville for his efforts on behalf of the Association.

16 May 2002 - IPSA
Inspectorate - the next step
Earlier this week at IFSEC,
the SSAIB (Security Systems & Alarms Inspection Board)
announced the intention of forging a link with our Inspectorate.
This is seen as a positive move with benefits to both organisations.
The objective is that the SSAIB will be drawing on our experience
in the Manned Guarding sector to increase the scope of inspection
services on offer, with reciprocal arrangements for IPSA's
System Companies.

On the final day of IFSEC
more discussions were held and possibilities discussed. SSAIB
are exploring the expansion of their UKAS accreditation with
the aim of IPSA being able to offer their members inspections
to UKAS standards and certification. Some of IPSA's Inspectors
have already achieved their QMS Lead Auditor certification
ISO 9001:2000. Other areas explored included IPSA offering
their services as a Trade Association to SSAIB members.

12 November 2001 -
New International Chairman
At the International Council
meeting held on the 10th November, Mr. David Mackie tendered
his resignation after two years at the helm. Mr. Patrick Somerville
has been elected as the new International Chairman, though
has left the option open for a change following the Regional
AGMs next year. Mr. Justin Bentley was then elected as the
Deputy International Chairman.
Mr. David Mackie had stated
earlier in the year that it was his intention to resign once
the office move and various other matters had been completed,
due to increased work commitments.
Patrick Somerville on
being elected International Chairman for a term, which at
his own request will expire at the first International Council
meeting after the AGM to be held early next year, said "
David Mackie took over the management of the Association at
a most difficult time. He dealt with some very intractable
problems and had to guide the Association to make some far
reaching decisions, which have cleared the way for a fresh
start in the year ahead".
"I take the opportunity on behalf of the Council and
all the members, to thank David for his commitment and determination
to see IPSA into the recovery phase in which we are now engaged,
and to wish him well with the plans he has in mind to serve
the community in another capacity when he eventually leaves
the security industry. In doing so we extend those good wishes
to his wife, Fiona, and the whole family who have supported
him during his term of office".
In other changes at the
meeting, Mr. Terry Sore has taken over as Quality Manager.
This appointment recognises his work and experience in updating
the Association Inspectorate.

Security Services UK's GUARDSAFE partnership
IPSA Press Release
The International Professional
Security Association is pleased to offer their congratulations
and support to Noble Security Services UK, long term supporters
and members of the Association, and the Joint Security Industry
Council, of which IPSA is a member, in their partnership with
Trafford Metropolitan Borough Council, Greater Manchester
Police, Trafford Park Security Initiative and Trafford Park
Business Watch in their GUARDSAFE scheme.
At a time when the majority of the
Security Industry is still working out the necessary changes
following passage of the Private Security Industry Act, we
must commend Noble Security Services in their proactive actions.
While many companies, including all
IPSA member companies, already work to the British Standard
for screening and training of employees, it is not compulsory
to comply with these guidelines. The Government Licensing
will eventually change this voluntary aspect, but until then
it is companies such as Noble Security Services that are leading
the field in improving the standards.

NEW INSPECTORS TRAINED FOR THE IPSA INSPECTORATE
IPSA's recently appointed Assistant
Quality Manager, Terry Sore, arranged a qualifying/refresher
course for Inspectors on 1 September in London. The Inspectorate
conducts the periodic inspections of member companies and
inspects new companies aspiring to join the Association. The
role of Inspectors is not only to ensure compliance, but also
to act as mentors and advisers to help owners and managers
to develop their businesses to the highest attainable standards
appropriate to the scale and range of their operations. The
Inspectorate has recently seen a drop in the number of inspectors
through retirement and other factors,
Patrick Somerville, Deputy International Chairman, welcomed
eight participants and their instructors, Terry Sore, assisted
by Alan Bradley, and Lynwood Newman, Inspectors with considerable
experience. The participants were first interviewed by a panel
of selectors, led by the Deputy Chairman. The Course itself
included the administrative and other procedures of inspection
and a detailed exposition of the 39 Steps to Certification,
which forms the basis of all inspections. Companies wishing
to embark on this process may obtain copies of the "39
Steps" by application to IPSA and payment of the required
fee*.
In his closing remarks, Patrick Somerville
said, "IPSA has been through a difficult period, and
is emerging with a new dynamism and determination to re-establish
its position as the primary association, for the individual
employed at any level in the security industry, and for companies,
which wish to demonstrate that they too are committed to the
highest standards in the employment of operatives and managers
in the manned guarding sector of the industry. You as Inspectors
will make a very significant contribution to raising and maintaining
standards. It is both interesting, rewarding and immensely
important work, particularly at this time in the development
of the industry. "
The new Inspectors will be named and
commence their work after successfully completing some post
course assignments and having their appointments confirmed
by the International Council.
* "The 39 Steps" is being
currently revised to take in to account recent changes in
legislation and the soon to be released revised British Standard
7499. This item will be listed on the Products page of the
IPSA website when reissued

17 July 2001 - IPSA House sold
The sale of IPSA House in Devon was
completed today. New premises are now being sought in a more
central location. Post can still be sent to the Association
by sending it to the Devon address - this will continue until
a new office has been set up and all IPSA members and any
persons, companies, organisations etc. have been notified.

7 July 2001 - New Management Committee
It was decided at International Council
to expand the Management Committee of the Association. It
was felt this was necessary to focus the Association's planning
in our core areas.
The Management Committee now includes
Bridget Matthews (Quality Manager - Inspectorate) and Dennis
Ricketts (Membership Secretary).
As previous, the Management Committee
includes the International Chairman (David Mackie), Deputy
International Chairman (Patrick Somerville) and Association
Secretary/Treasurer. The position of Association Secretary/Treasurer
is currently vacant, with the Deputy International Chairman
covering duties.
